Delaware County Thoroughfare Plan Adoption The Delaware County Regional Planning Commission held a public hearing on November 14, 2002 to consider the re-adoption of the proposed Delaware County Thoroughfare Plan. The Thoroughfare Plan which was previously adopted in November of 2001 made reference to several appendices that were not discussed during the public meetings and which were not adopted as part of the plan. The new plan makes no references to the appendices and removes the additional sections from the final document. The commission also voted to remove the large pink swath that denoted the study area for Alternative 1. Now all proposed roads indicate connections between two points, but none actually designate a specific route.
