Planned Communities Proposes Major Development, Extension of Home Road On October 28, 2005, the RPC staff reviewed a major proposal by Planned Communities to rezone 452 acres in Orange Township. The plan includes 173 single-family homes, 700 condominium units, 151 acres of commercial and office, a school site, a township site and the extension of Home Road. As part of its duties, the RPC reviews zoning cases and forwards a non-binding recommendation back to the township. In this case, staff took the report one step farther by redesigning certain aspects of the site and providing an alternative layout to the township and the developer. Below is the original proposal.
In reviewing the site, RPC staff saw this location as perhaps the last chance for the growing township to create a town center. Although Orange Township does not have the zoning classifications necessary to easily create such a Traditional Neighborhood Development, many changes could be made to the layout to achieve the elements of such a development. Shifting the school to a more central location, creating a commercial center where buildings were pulled to the street, sidewalks and street trees throughout, at least one "block" of pedestrian-friendly retail design, and a mixture of uses were all recommended changes. A major aspect of the staff report was the fact that the location of the 700 condos was indicated on the Comprehensive Plan as Light Industrial. Such industrial land is vital for the future economic stability of the township and the county as a whole. The redesigned layout is below.
